one interesting matter that I just found out

After almost 5 years in Singapore, this afternoon, I found out one interesting matter.

At the first day of every month, every building in Singapore(according to my friends), will activate their siren/alarm system at 12 noon sharp. This is to make sure that the system is working fine. How true is this? I am not too sure. But certainly, this applies in the faculty of engineering in NUS.
